The impacts of Inheritance Tax reform on family-owned holiday and residential parks

May 2025

This report, commissioned by BH&HPA and produced by CBI Economics, examines the economic and fiscal impacts of proposed Inheritance Tax (IHT) reforms — specifically capping Business Property Relief (BPR) and Agricultural Property Relief (APR) at £1 million — on family-owned holiday and residential parks.

Based on a survey of 114 businesses and official data, it forecasts reduced investment, job losses, and a net fiscal loss to the Exchequer. The report highlights risks to family businesses, local economies, and the wider UK economy from these changes.

BH&HPA Manifesto - Supporting rural and coastal communities

May 2024

In 2024, BH&HPA developed a manifesto on behalf of the parks industry. It identifies four key areas in which we will partner with Government to increase investment and growth in rural and coastal communities across the UK:

  1. Planning – reforming the planning system to recognise the role residential park homes play in providing local housing choice.
  2. Taxation – creating a fair tax and competitive environment which promotes domestic tourism.
  3. Employment – addressing skills gaps in rural and coastal communities to provide long-term employment opportunities.
  4. Energy – expanding grid capacity to enable the parks sector to embrace sustainable technologies such as heat pumps and Electric Vehicles.

We believe that by working with us on these four key areas, the next Government can support a thriving holiday and residential parks sector - one that provides more homes, more environmentally friendly domestic tourism, and more economic opportunities in rural and coastal communities across the UK.
